Het is de nationale opdrachtgever voor de NHS in Engeland. De Hermix-dataset weerspiegelt deze schaal duidelijk.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">De inkoopgegevens van Hermix voor NHS England in vergelijkbare diensten laten 2.200 contracten zien met een totale waarde van \u20ac 95 miljard, 711 verlengingen met een totale waarde van \u20ac 11 miljard, 3 lopende open aanbestedingen met een totale waarde van \u20ac 1,9 miljard en 384 aankondigingen met een totale waarde van \u20ac 78 miljard. In alle categorie\u00ebn samen zijn er 9.100 contracten toegekend met een waarde van \u20ac 205 miljard en 1.300 verlengingen met een waarde van \u20ac 127 miljard.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">De bredere markt is aanzienlijk. Hermix volgt 6.800 andere kopers met vergelijkbare projecten, goed voor een gezamenlijke waarde van \u20ac 625 miljard. Het Verenigd Koninkrijk is de belangrijkste leverancier, met \u20ac 95 miljard verdeeld over 2.170 contracten, tegen een gemiddelde van \u20ac 46 miljoen per contract.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Het gedeelte met gerelateerde mededelingen biedt verdere context. Op 15 januari 2026 werd een voorafgaande kennisgeving (ukfts_003389-2026) gepubliceerd met een waarde van \u20ac 455.930.641,85, waardoor de markt bijna drie maanden v\u00f3\u00f3r de formele contractaankondiging op de hoogte werd gesteld van deze aanbesteding. Leveranciers die deelnamen aan het PIN-proces hadden een voorbereidingsvoordeel.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Concurrentiel landschap<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">De Hermix-dataset toont de top 10 winnaars van vergelijkbare contracten. Guy&#039;s and St Thomas (\u20ac12 miljard, gemiddeld \u20ac799 miljoen) en UCLH (\u20ac3,3 miljard, gemiddeld \u20ac299 miljoen) zijn grote NHS-stichtingen waarvan de totalen de algemene NHS-contractactiviteiten weerspiegelen in plaats van specifiek NHS Healthier You-achtig werk. De meer direct relevante leveranciers zijn die met een groot aantal contracten en een lagere gemiddelde waarde. Oviva UK heeft 18 contracten gewonnen met een gemiddelde waarde van \u20ac640.000, wat consistent is met de levering van gezondheidsverbeteringen op ICB-niveau. Momenta Newcastle heeft 15 contracten gewonnen met een gemiddelde waarde van \u20ac2,2 miljoen. Well heeft er 14 gewonnen voor \u20ac4 miljoen en Pulse Healthcare Acacium Group 13 voor \u20ac4,9 miljoen. InHealth Intelligence, met 16 contracten met een gemiddelde waarde van \u20ac15 miljoen, bevindt zich tussen beide categorie\u00ebn.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">De landenverdeling laat een bijna totale dominantie van het Verenigd Koninkrijk zien. Het Verenigd Koninkrijk is goed voor \u20ac95 miljard, verdeeld over 2.170 contracten, met een gemiddelde van \u20ac46 miljoen. De overige zichtbare landen zijn de Verenigde Staten (\u20ac297.000, 2 contracten), Duitsland (\u20ac38 miljoen, 2 contracten), de Verenigde Arabische Emiraten (\u20ac24 miljoen, 1 contract) en Belgi\u00eb (\u20ac1 miljoen, 1 contract). Voor een programma dat zowel fysieke als digitale ondersteuning vereist in de Engelstalige ICB-regio&#039;s, is deze dominantie van het Verenigd Koninkrijk te verwachten.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Commerci\u00eble en procedurele signalen<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Regelgevingskader. Deze aanbesteding valt onder de Health Care Services (Provider Selection Regime) Regulations 2023, en niet onder de standaardregels voor overheidsaanbestedingen. Het competitieve selectieproces voor zorgaanbieders kent meerdere fasen, zoals beschreven in de aankondiging. Bieders die niet bekend zijn met het Provider Selection Regime dienen de specifieke procedurele vereisten binnen Atamis te raadplegen alvorens een reactie in te dienen.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Gunningscriteria. De gepubliceerde aankondiging vermeldt de gunningscriteria niet. Volgens de selectieprocedure voor aanbieders worden de evaluatiemethoden en -criteria in de aanbestedingsdocumenten zelf beschreven en niet samengevat in de aankondiging. Aanbieders dienen de aanbestedingsdocumenten te raadplegen via het Atamis e-aanbestedingssysteem om inzicht te krijgen in de wijze waarop biedingen worden beoordeeld.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Geografische structuur. De verdeling in 26 ICB\/ICB-clusters is de belangrijkste commerci\u00eble variabele. Een bieder kan contracten winnen voor meer dan \u00e9\u00e9n ICB\/ICB-cluster, maar moet voor elk cluster waarop hij zich richt, de volledige capaciteit en mogelijkheden aantonen. Bieders moeten vroegtijdig bepalen welke ICB\/ICB-clusters binnen hun leveringsbereik liggen, in plaats van een algemene nationale aanbieding te doen zonder de operationele infrastructuur om die te ondersteunen.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Vereisten voor dienstverlening. Voor alle dienstverleningslijnen, met uitzondering van T2DR, moeten bieders deelnemers de keuze bieden tussen groepsgerichte, persoonlijke toegang of digitale toegang via een webbrowser of mobiele applicatie. De T2DR-dienst wordt uitsluitend individueel aangeboden, zowel persoonlijk als op afstand. Bieders moeten beide leveringskanalen demonstreren binnen BSOP, DPP en LTCP.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Contractduur en -waarde. In de gepubliceerde aankondiging staat dat de contractduur onbekend is. De korte beschrijving verduidelijkt de structuur: een initi\u00eble looptijd van 36 maanden ter waarde van \u00a3386 miljoen exclusief btw, met een optie tot verlenging met maximaal 24 maanden tot een maximale looptijd van 60 maanden ter waarde van \u00a3738 miljoen exclusief btw. Het verschil tussen de PIN-waarde (\u20ac456 miljoen) en de contractwaarde in de aankondiging (\u20ac872 miljoen) weerspiegelt de opname van de volledige verlengingsoptie in het geschatte totaalbedrag.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Inleverperiode. Vanaf de publicatie op 13 april 2026 tot de deadline op 5 juni 2026 hebben bieders 53 kalenderdagen de tijd. De opening van de offertes is eveneens gepland voor 5 juni 2026. De mobilisatie zal naar verwachting beginnen op 1 november 2026.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Strategische context en interpretatie<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Het NHS Healthier You-programma bevindt zich op het snijvlak van de eerstelijnszorg van de NHS, populatiegezondheidsmanagement en de groeiende agenda voor het voorschrijven van GLP-1-remmers. De opname van de BSOP-service, die pati\u00ebnten ondersteunt die door NICE goedgekeurde medicatie tegen obesitas gebruiken, naast het reeds bestaande Diabetes Prevention Programme, geeft aan dat NHS England deze aanbesteding zo structureert dat een aanzienlijke uitbreiding van het klinische bereik van het programma mogelijk wordt, mede gedreven door de groei van het voorschrijven van GLP-1-remmers in de eerstelijnszorg.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">De ICB\/ICB-clusterstructuur betekent dat dit geen enkel nationaal contract is. Het gaat om maximaal 26 afzonderlijke opdrachten, die elk een volledig pakket aan diensten vereisen, verdeeld over vier servicegebieden. Voor zorgaanbieders die momenteel actief zijn in NHS-programma&#039;s ter verbetering van de gezondheidszorg, biedt deze structuur een aanzienlijke schaalmogelijkheid: het winnen van meerdere ICB-clusters onder \u00e9\u00e9n contract verlaagt de administratieve lasten en verhoogt tegelijkertijd de omzet. Voor kleinere zorgaanbieders maakt de clusterbenadering een geloofwaardig bod mogelijk dat gericht is op een specifiek geografisch gebied, in plaats van landelijk te concurreren.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">De kennisgeving van voorkennisgeving, gepubliceerd op 15 januari 2026, waarschuwde de markt bijna drie maanden v\u00f3\u00f3r de formele contractaankondiging. De stijging van de geschatte waarde van \u20ac 456 miljoen (voorkennisgeving) naar \u20ac 872 miljoen (contractaankondiging) weerspiegelt de toevoeging van de volledige verlengingsoptie van 60 maanden in de definitieve waardering. Leveranciers die op de kennisgeving van voorkennisgeving reageerden, hebben hun reacties maandenlang verfijnd voordat de aanbesteding van start ging.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Hermix-gebruikers die deze aanbesteding analyseren, hebben binnen enkele minuten in plaats van uren direct toegang tot deze concurrentie-intelligente informatie, inclusief gedetailleerde aannemersprofielen, uitgavenpatronen van aanbestedende diensten en de volledige vernieuwingspijplijn.<\/p>\n\n\n\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Praktische tips voor bieders<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Voor wie deze aanbesteding geschikt is:<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Gespecialiseerde aanbieders van programma&#039;s ter verbetering van de gezondheid en gedragsverandering, met aantoonbare ervaring binnen de NHS op het gebied van diabetespreventie, gewichtsbeheer of chronische aandoeningen.<\/li>\n\n\n\n<li>Aanbieders die zowel groepsgerichte, fysieke als digitaal toegankelijke diensten kunnen leveren binnen een afgebakend ICB-gebied, met een ondersteunende technologische infrastructuur voor het digitale kanaal.<\/li>\n\n\n\n<li>Organisaties met ervaring met de Health Care Services (Provider Selection Regime) Regulations 2023 en NHS e-aanbestedingen via Atamis.<\/li>\n\n\n\n<li>Aanbieders die zich richten op specifieke ICB\/ICB-clusterregio&#039;s waar ze al operationeel aanwezig zijn, klinische samenwerkingsverbanden hebben of gevestigde verwijzingsroutes met huisartsennetwerken.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Voor wie deze aanbesteding geschikt is:<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>De uiterste inleverdatum is 5 juni 2026, dus 53 kalenderdagen na publicatie. De inschrijvingen worden eveneens op 5 juni 2026 geopend.
