Der gesch\u00e4tzte Gesamtwert bel\u00e4uft sich auf 615.755.310,53 \u20ac \u00fcber einen Zeitraum von 24 Monaten und ist in f\u00fcnf Lose f\u00fcr NHS-Standorte in sieben englischen Regionen unterteilt. Die Ausschreibung lief bereits seit Oktober 2025. Vor der formellen Auftragsbekanntmachung am 10. April 2026 wurden drei Vorank\u00fcndigungen ver\u00f6ffentlicht. In der Bekanntmachung wird als K\u00e4ufertyp \u201eMinisterium oder sonstige nationale oder f\u00f6derale Beh\u00f6rde\u201c angegeben, die Hauptt\u00e4tigkeit ist jedoch unbekannt. Der Markt wurde erstmals im Oktober 2025 mit der Ausschreibung \u201eFresh and Food To Go Direction Solutions\u201c informiert. Eine zweite Bekanntmachung folgte im November 2025 mit einem Wert von 257.066.510,32 \u20ac. Eine dritte Bekanntmachung, die sich speziell auf frische Milchprodukte und Backwaren bezog, erschien am 31. M\u00e4rz 2026. Die am 10. April 2026 ver\u00f6ffentlichte Auftragsbekanntmachung weist einen Gesamtwert von 615.755.310,53 \u20ac auf, mehr als das Doppelte des Wertes der Bekanntmachung vom November 2025. Ein Korrigendum wurde vier Tage sp\u00e4ter, am 14. April 2026, ver\u00f6ffentlicht. Bieter sollten sowohl die vollst\u00e4ndige Ausschreibung als auch das Korrigendum vor der Angebotserstellung einsehen.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Wettbewerbsumfeld<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Der Hermix-Datensatz zeigt die zehn gr\u00f6\u00dften Gewinner \u00e4hnlicher Auftr\u00e4ge. Alle drei sind britische Lebensmittelgro\u00dfh\u00e4ndler mit einem breiten Produktportfolio. Ihre hohe Anzahl an Auftr\u00e4gen (19, 15 bzw. 12) best\u00e4tigt, dass sie regelm\u00e4\u00dfig erfolgreich sind und nicht nur gelegentlich teilnehmen.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Die untere Ebene der sichtbaren Top 10 umfasst spezialisierte Zulieferer. On A Roll Sandwich Company (150 Mio. \u20ac, 6 Vertr\u00e4ge) und Raynor Foods (147 Mio. \u20ac, 7 Vertr\u00e4ge) sind im Bereich Fertiggerichte und Speisen zum Mitnehmen positioniert, die f\u00fcr die Lose 4 und 5 relevant sind. Johal Dairies (141 Mio. \u20ac, 8 Vertr\u00e4ge) und Nijar Dairies TA Freshways (63 Mio. \u20ac, 9 Vertr\u00e4ge) geh\u00f6ren zu den Kategorien Milchprodukte und frische Zutaten, die f\u00fcr die Lose 1 und 3 relevant sind.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Die L\u00e4nderverteilung konzentriert sich fast ausschlie\u00dflich auf das Vereinigte K\u00f6nigreich. Die Tabelle der Auftragnehmerl\u00e4nder weist f\u00fcr das Vereinigte K\u00f6nigreich 11 Milliarden Euro in 340 Vertr\u00e4gen mit einem durchschnittlichen Vertragswert von 34 Millionen Euro aus. Irland hat einen Vertrag im Wert von 4,6 Millionen Euro. F\u00fcr ein Rahmenabkommen zur Lieferung frischer Lebensmittel, das t\u00e4gliche oder nahezu t\u00e4gliche Lieferungen an NHS-Standorte in sieben englischen Regionen erfordert, sind Lieferketten mit Sitz im Vereinigten K\u00f6nigreich die einzig praktikable Option.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Kommerzielle und verfahrenstechnische Signale<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Vergabekriterien. Alle f\u00fcnf Lose werden gleich gewichtet: Finanzielle Faktoren (Preis) 70%, Nicht-finanzielle Faktoren (Qualit\u00e4t) 20%, Sozialer Wert (Qualit\u00e4t) 10%. Die Preisgewichtung von 70% ist dominant. Es handelt sich um eine preisorientierte Beschaffung. Lieferanten mit der n\u00f6tigen Betriebsgr\u00f6\u00dfe, um hinsichtlich St\u00fcckkosten und Liefereffizienz konkurrieren zu k\u00f6nnen, haben einen strukturellen Vorteil. Qualit\u00e4t und sozialer Wert zusammen ergeben 30%, was f\u00fcr die Differenzierung weiterhin relevant ist, jedoch wird der Preis die meisten Entscheidungen bestimmen.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Verfahren. Die Beschaffung erfolgt im offenen Verfahren. Jeder qualifizierte Lieferant kann ohne Vorqualifizierung Angebote einreichen. Bei einem landesweiten Rahmenvertrag f\u00fcr frische Lebensmittel des NHS mit einer Frist von 59 Tagen beg\u00fcnstigt dies etablierte Lebensmittelvertriebsunternehmen mit bestehenden Referenzen im NHS oder im \u00f6ffentlichen Sektor sowie der erforderlichen Logistikinfrastruktur, um ab dem Tag der Auftragsvergabe sieben Regionen zu beliefern.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Losstruktur und Gebotsstrategie. Die f\u00fcnf Lose decken unterschiedliche Produktkategorien ab. Lieferanten m\u00fcssen nicht f\u00fcr alle f\u00fcnf Lose bieten. Ein Spezialist f\u00fcr Molkereiprodukte und Backwaren kann sich auf Los 1 konzentrieren, ohne sich auf Fleisch oder Frischwaren festzulegen. Ein Hersteller von Fertiggerichten mit Schwerpunkt auf Patientenern\u00e4hrung kann sich auf Los 4 konzentrieren, ohne im gesamten Lebensmittelsortiment konkurrieren zu m\u00fcssen. Die Losgrenzen spiegeln auch unterschiedliche Anforderungen der Lieferkette wider: K\u00fchlkette f\u00fcr Molkereiprodukte, Frischfleisch, haltbare Produkte und gek\u00fchlte Fertiggerichte. Bieter sollten analysieren, wo ihre Produkt- und Logistikkompetenz am st\u00e4rksten ausgepr\u00e4gt ist, und ihr Angebot darauf konzentrieren.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Vertragslaufzeit. Die Laufzeit von 24 Monaten ist f\u00fcr einen Rahmenvertrag im britischen Gesundheitswesen (NHS) relativ kurz. Dies f\u00fchrt zu h\u00e4ufigeren Neuausschreibungen als bei einem 4- oder 8-Jahres-Vertrag. Ein Lieferant, der in dieser Runde unterliegt, erh\u00e4lt somit innerhalb von zwei Jahren eine weitere Chance. Gleichzeitig sind die Anforderungen an die Mobilisierung und die Vorlaufverpflichtung geringer als bei l\u00e4ngeren Rahmenvertr\u00e4gen.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Einreichungsfrist. Vom Ver\u00f6ffentlichungsdatum am 10. April 2026 bis zum Abgabetermin am 8. Juni 2026 haben Bieter 59 Kalendertage Zeit. Die Angebots\u00f6ffnung findet am 8. Juni 2026 statt. Lieferanten, die an den Ausschreibungen im Oktober und November 2025 teilgenommen haben, konnten sich sechs Monate lang vorbereiten. Neueinsteiger haben ab Bekanntmachung der Ausschreibung 59 Tage Zeit.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Berichtigung. Am 14. April 2026, vier Tage nach der Bekanntmachung der Ausschreibung, wurde eine Berichtigung (ukfts_033587-2026) ver\u00f6ffentlicht. Bieter m\u00fcssen diese vor Abgabe ihres Angebots einsehen, da sie \u00c4nderungen an Spezifikationen, Losbeschreibungen, Kriterien oder Zeitpl\u00e4nen enthalten kann.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Strategischer Kontext und Interpretation<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Der Beschaffungszeitraum erstreckt sich von Oktober 2025 bis April 2026. In diesem Zeitraum wurden drei vorl\u00e4ufige Ausschreibungen (PINs) ver\u00f6ffentlicht, bevor die endg\u00fcltige Auftragsbekanntmachung erfolgte. Die PIN vom November 2025 hatte einen Wert von 257 Millionen Euro. Die im April 2026 ver\u00f6ffentlichte Auftragsbekanntmachung hat einen Wert von 616 Millionen Euro und ist damit mehr als doppelt so hoch wie der Wert vom November. Diese Differenz k\u00f6nnte auf eine \u00c4nderung des Umfangs der f\u00fcnf Lose, revidierte Mengensch\u00e4tzungen oder die Entscheidung zur\u00fcckzuf\u00fchren sein, die Kategorien \u201eEssen zum Mitnehmen\u201c (Lose 4 und 5) einzubeziehen, die in der fr\u00fcheren Bekanntmachung nicht vollst\u00e4ndig ber\u00fccksichtigt waren. Bieter, die auf die vorl\u00e4ufige Ausschreibung im Oktober 2025 reagiert haben, k\u00f6nnten die endg\u00fcltige Losstruktur beeinflusst haben.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Der Wettbewerb konzentriert sich auf die Marktf\u00fchrer.
