Der Rahmenvertrag beschr\u00e4nkt sich nicht allein auf den gemeinn\u00fctzigen Wohnungsbau. Die Bekanntmachung erweitert den Zugang auf Unternehmen derselben Unternehmensgruppe wie TCHG (TCHG-Gruppenmitglieder), alle TCHG-Joint Ventures, alle britischen Sozialwohnungsanbieter (ausgenommen TCHG-Unternehmen und Joint Ventures), alle nationalen, regionalen und lokalen Gesundheitsbeh\u00f6rden, einschlie\u00dflich NHS Trusts und Primary Care Trusts, alle Bildungseinrichtungen von der Grundschule bis zur Hochschule, alle anderen britischen Auftraggeber gem\u00e4\u00df dem Procurement Act 2023 sowie Mitglieder der Lieferkette der vorgenannten Einrichtungen. F\u00fcr die Einrichtungen der Kategorien drei bis sieben ist f\u00fcr den Zugang eine Zugangsvereinbarung mit TCHG erforderlich. In der Praxis kann ein erfolgreicher Lieferant in diesem Rahmenvertrag von einem wesentlich gr\u00f6\u00dferen Kreis britischer \u00f6ffentlicher Einrichtungen als nur dem Hauptauftragnehmer beauftragt werden.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Die Hermix-Ansicht des Beschaffungsvolumens zeigt 76 Auftragsvergaben in allen Kategorien mit einem Gesamtvolumen von 5,2 Milliarden Euro, von denen 75 als \u00e4hnliche Vertr\u00e4ge klassifiziert sind. Die Plattform erfasst neben dieser laufenden Ausschreibung vier Vertragsverl\u00e4ngerungen im Wert von 1,5 Milliarden Euro (drei davon \u00e4hnlich). F\u00fcr diesen Auftraggeber sind keine weiteren offenen Ausschreibungen oder Vorank\u00fcndigungen im Datensatz enthalten. Im breiteren Marktkontext sind 6.500 weitere Auftraggeber mit \u00e4hnlichen Projekten zu sehen, die ein Gesamtvolumen von 129 Milliarden Euro repr\u00e4sentieren.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Wettbewerbsumfeld<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Der Hermix-Datensatz zeigt die zehn gr\u00f6\u00dften Auftragnehmer, die in diesem Markt \u00e4hnliche Auftr\u00e4ge gewonnen haben. Die drei gr\u00f6\u00dften Auftragnehmer (Morro Partnerships, My Holdings Group, McLaren Construction) machen etwa 2,42 Milliarden Euro aus, was rund 71 Prozent des sichtbaren Gesamtvolumens entspricht. Die durchschnittlichen Auftragswerte dieser drei Unternehmen liegen zwischen 218 Millionen und 366 Millionen Euro und decken sich damit mit den gr\u00f6\u00dferen Losen mit dem Suffix \u201ea\u201c in diesem Rahmenvertrag, die jeweils einen Wert von 118,1 Millionen Euro aufweisen.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Die untere H\u00e4lfte der sichtbaren Top 10 zeichnet ein anderes Bild. Calfordseaden, Ridge, Kartar Consulting und Bailey Partnership Consultants sind Beratungs- und Vermessungsb\u00fcros mit durchschnittlichen Auftragswerten zwischen 3,8 und 4,9 Millionen Euro. Diese entsprechen den im Rahmenvertrag festgelegten Positionen f\u00fcr professionelle Dienstleistungen (Geb\u00e4udevermessung, Tragwerksplanung, TGA-Konformit\u00e4t, Architekturleistungen, CDM und Generalplanerleistungen), die jeweils einen Wert von 7,087 Millionen Euro aufweisen.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Die L\u00e4nderverteilung ist einheitlich: Alle aufgef\u00fchrten Auftragnehmer haben ihren Sitz im Vereinigten K\u00f6nigreich. Die Gesamtauswertung zeigt, dass das Vereinigte K\u00f6nigreich mit 75 Vertr\u00e4gen ein Auftragsvolumen von 5,2 Milliarden Euro und einen durchschnittlichen Wert von 70 Millionen Euro pro Vertrag erzielt. Wiederholte Gewinner sind in mehreren Kategorien vertreten: Calfordseaden gewann 5 Vertr\u00e4ge, Morro Partnerships und Ridge jeweils 4, und vier weitere Firmen jeweils 3.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Kommerzielle und verfahrenstechnische Signale<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Mehrere Elemente der Ausschreibung bestimmen, wer realistischerweise konkurrieren kann und wie ein Angebot angegangen werden sollte.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Verfahren.<\/strong> Das Beschaffungsverfahren ist offen. Jeder qualifizierte Lieferant kann ohne separates Vorqualifizierungsverfahren ein Angebot einreichen. Es findet keine Verhandlungsphase statt. Die Bieter m\u00fcssen bis zum Stichtag ein vollst\u00e4ndiges technisches und kommerzielles Angebot einreichen.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Vergabekriterien. <\/strong>Alle Lose werden gleich gewichtet: Qualit\u00e4t 60%, Preis 40%. Dies ist f\u00fcr ein Projekt dieser Gr\u00f6\u00dfenordnung ungew\u00f6hnlich einheitlich und signalisiert, dass technische Qualit\u00e4t, Nachweise zur Einhaltung der Vorschriften und die Umsetzungsmethodik wichtiger sind als eine aggressive Preisstrategie. Bieter sollten daher \u00fcberproportional in die Qualit\u00e4t ihres Angebots investieren.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Grundst\u00fccksstruktur.<\/strong> Die Struktur mit 44 Losen ist das entscheidende Merkmal. Die acht wertbasierten Teillose (Lose mit dem Suffix \u201ea\u201c \u00fcber 1 Million \u00a3, regul\u00e4re Lose bis 1,2 Millionen \u00a3) erm\u00f6glichen eine proportionale Auswahl der Lieferanten. Lieferanten m\u00fcssen sich f\u00fcr eine Seite jedes Teilloses entscheiden, anstatt f\u00fcr beide zu bieten. Dies sch\u00fctzt mittelst\u00e4ndische Bauunternehmen im unteren Wertsegment und erm\u00f6glicht es spezialisierten Firmen, sich klar innerhalb ihres Leistungsbereichs zu positionieren.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Einreichungszeitraum. <\/strong>Vom Ver\u00f6ffentlichungsdatum am 8. April 2026 bis zum Abgabetermin am 3. Juni 2026 haben Bieter 56 Kalendertage Zeit. Die Angebots\u00f6ffnung findet ebenfalls am 3. Juni 2026 statt. F\u00fcr einen Rahmenvertrag dieser Gr\u00f6\u00dfenordnung sind 56 Tage zwar machbar, aber angesichts der Vielzahl an Losen, an denen ein einzelner Anbieter teilnehmen kann, anspruchsvoll. Teams, die an mehreren Losen teilnehmen, ben\u00f6tigen daher von Anfang an parallele Angebotsverfahren.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Vertragsdauer und EU-F\u00f6rderung.<\/strong> Die Laufzeit von 48 Monaten kennzeichnet dies als mehrj\u00e4hrigen Rahmenvertrag und nicht als einzelnes Arbeitspaket. Der Vertrag wird nicht aus EU-Mitteln finanziert und unterliegt strikt den nationalen Vergabevorschriften des Vereinigten K\u00f6nigreichs gem\u00e4\u00df dem Procurement Act 2023.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Reichweite autorisierter Benutzer. <\/strong>\u00dcber Community Housing selbst hinaus k\u00f6nnen Unternehmen der TCHG-Gruppe, Joint Ventures, britische Sozialwohnungsanbieter, NHS-Einrichtungen, Bildungseinrichtungen, alle britischen Auftraggeber gem\u00e4\u00df dem Procurement Act 2023 sowie Mitglieder der Lieferkette den Rahmenvertrag in Anspruch nehmen. Der adressierbare Markt ist deutlich gr\u00f6\u00dfer als der des Hauptabnehmers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Berichtigung.<\/strong> Ein Korrigendum (ukfts_035155-2026) wurde am 17. April 2026, neun Tage nach der urspr\u00fcnglichen Bekanntmachung, ver\u00f6ffentlicht. Bieter sollten dieses Korrigendum sorgf\u00e4ltig pr\u00fcfen, da es \u00c4nderungen an Zeitpl\u00e4nen, Umfang oder Bewertungsdetails enthalten kann.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Strategischer Kontext und Interpretation<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Zusammengenommen deuten die Daten auf eine gezielte Konsolidierungsstrategie im Plattformstil hin.
